2012 West Hollywood Halloween Costume Carnival

West Hollywood Halloween Costume Carnival is an annual event that attracts thousands of people.  This event is always very crowded:  It's almost impossible to find parking, traffic is very heavy whether walking or driving.   This year,  the surrounding parking lots that advertised to charge visitors $20 for parking prior to the event, charged $40 dollars during the event instead.  I Hop Restaurant located on Santa Monica Blvd.  in West Hollywood, charged visitors $3 to use the restroom!
